This is a APC AP7900 PDU (Power Distribution Unit). It's for mounting in a server rack and plugging up to 8 servers or devices into it so that you can remotely power cycle/restart a server or other device over the network. It also provides power usage information such as how many amps are being drawn across all the servers. The device powers on and shows a green light. It came out of a working server rack that I used to run and I don't know of any flaws. It won't include the serial cable needed to configure it though. The MAC address on the sheet taped to the device is blurred out only in the photos.
